Memorandum of Association

  1. The name of the Association is Foreign Admission & Career Development Consultants Association of Bangladesh
  2. Theregistered office which shall be the Head office of the Association shall be situated in Bangladesh.
  3. The objects for which theAssociation is formed are:
    1. To provide with the students withthe latest information about admissionfor higher education abroad including credit transfer in deference countries / colleges/ universities and institutions etc;
    2. To createworldwidemarket for Bangladeshi students for higher education abroadwith part time job facilities as available in those foreign countries,
    3. To co-ordinate the activities of the members to create unity amongst the agency’s consultants;
    4. To Prevent uncouth, nontransparent, human traffickers, unscrupulous, apocryphal, educationconsultantspuriousmentalitypeople’s accessibility in the association;
    5. To restore the existing enlightened and philanthropic consultants’ image and identity
    6. To help the genuine students to be admitted abroad;
    7. To build up nation bringingmodernknow-howas well is foreign currency they admitted students in differentdevelopedcountries pre and post completing courses
    8. To convoy themassage lo the nation of FACD-CAB's objects, aims, importance and necessity.
    9. To unite the consultants to ace thelegalmatter athome or abroad;
    10. To promote and project he rights and interests of the members of the association.
    11. To promote, advise and assist in the business activities of the member of association to make all ourefforts for providing the Bangladeshistudents confirmedforeignadmission by way of lawfulpaper and visaprocessing.
    12. To develop an undemanding and awareness of Government’snotifications, rulesand regulationsregaining the Overseas Students Admissions amongthe members consultantsas theAssociation and thegovernment think proper;
    13. To advise government to amend, alter or modify orders or circulars in the regards time to time keeping the interest of the country as well as of the association.
    14. To take all steps lawful meansthat may be necessary for promoting, supporting or legislation or any other action effecting the general interest of member agents/consultants;
    15. To establish close and intimate liaison with foreign Missions in Bangladesh with a view to arrange foreign admissions of Bangladeshi students with scholarship in their respective countries;
    16. To keep in touch with BangladeshiEmbassies/ High Commissions other related agencies for creating job opportunities and industrial placement for Bangladeshistudents in different countriesafter completion of their higher studies:
    17. To invite delegations from foreign countries having potential field for employment of Bangladeshi students after completing of their higher education in their countries;
    18. To make all efforts and take all steps to remove difficulties and unnecessary harassment from any quarter of the government, law enforcing agencies, print media, electronic media etc.:
    19. To make efforts to remove complaints and misunderstandings amongst the foreign Embassies and High Commissions about students sent by member- agents/consultants,
    20. To encourageBangladeshistudents studying and working abroad for maximum remittance of their foreign exchange earnings to the country through regular official banking facilities;
    21. To obtain prior approval from the Ministry of Home Affairs to keep passports of the students in the office of the member-agent/ consultants;
    22. To encourage and advise the Bangladeshi students abroad and their beneficiaries at home for investments of their foreign exchange earnings in the productive pursuits in Bangladesh;
    23. To undertake responsibility by the concerned member for payment of compensation to the students admitted with a sub-standard institution not recognized/affiliatedconcerned country:
    24. To explore job-based education market in different parts of the world;
    25. To set-up branch offices by any member as he likes home and abroad;
    26. To have by the member-agent/original agreement copy/authorization copy of agency ship/consultancy;
    27. To be affiliated with the Federation of Bangladesh Chambers of Commerce&Industry.
  4. The income and properties of the Association shall be applied towards the promotion of the objects of the Association as set forth above and no portion thereof shall be paid or transferred directly or indirectly by way of dividend, bonus or otherwise by way of profit to members of the Association, provided that nothing therein contained shall prevent.
    1. The payment in good faith of any salary, pension, allowance, gratuity conveyance, bonus or other remuneration to any employee or ex-employee of the Association or other person in return of any service actually rendered to the Association;
    2. Any payment of the allowance or concession to members by way of rebate or return of subscription in accordance with the regulation for the time being in force or of payment of interest on moneys borrowed from or due to any member of theAssociation.
    3. Provided also that no member of the Executive Committee of the Association shall hold any office of profit under the Association and that no remuneration shall be paid by the Association to any member of the ExecutiveCommittee except payment of actual expenses incurred for and on behalf of the Association.
  5. The liability of the member is limited.
  6. Every member of the Association undertakes to contribute to the assets of the Association in the event of its being wound-up while he is a member of within one year afterwards and until a present member takes the place of the retiring member for payment of the debts and liabilities of the Association contracted before he ceases to be a member and the costs, charges and expenses of the winding up and for adjustments of the contribution among themselves, such amount as may be required to contribute be Tk. 10,000/- Only.
  7. If upon winding up or dissolution of the Association there remains, after the satisfaction of all its debts and liabilities, any property whatsoever, the same shall not be paid to or distributed among the members of the Association, but shall be given or transferred to some other institution having objects similar to the objects of the Association, to be determined by the members of the Association present at general meeting at the time of dissolution.
